Roger D.
Scales was born in Jackson, Mississippi on October 1, 1963.
He received his B.B.A. from Baylor University in 1986, his M.B.A. from
Texas Tech University in 1988, and his Juris Doctorate from South
Texas College of Law in 2004.
Prior to joining Jones Gill, Mr. Scales
worked in the private law sector, where he practiced oil and gas law
in a wide variety of matters, including title opinions, leases,
pooling, right-of-way and easement agreements, and joint venture and
joint operating agreements. He has also managed working interest
portfolios, including negotiation of purchase and sale agreements and
I.R.S. Section 1031 like-kind exchanges.
Before obtaining his law degree, Mr.
Scales worked for over 12 years with Natural Reserves Group, Inc. (“NRG”),
an independent oil and gas exploration and production company that
focused on natural gas prospects in South Texas. His last position
with NRG was general manager, with responsibilities for all land and
legal affairs of the company. He also previously served as finance
manager and finance analyst for the company.
In addition to his oil and gas law
practice, Scales has practical legal and business experience in
oilfield equipment procurement and shipping, various agricultural and
ranching matters, wind energy, and general business and commercial
matters. He is a certified mediator with experience mediating before
Harris County Courts.
Mr. Scales is a member of the State Bar
of Texas and is admitted to practice before all State Courts in Texas
as well as the Federal District Courts for the Southern and Eastern
Districts of Texas. Mr. Scales is a fully licensed mediator, and has
mediated a number of cases brought before the courts of Harris County,
Texas. Mr. Scales is a member of the College of the State Bar of
Texas, the Houston Bar Association, the American Association of
Petroleum Landmen, and the Houston Association of Petroleum Landmen.
